Click generate on a segment whose card shows a spinner: the message names the running job.
This episode’s storyboard is still generating — the storyboard job for that episode is running (a few minutes). Until it lands, segments cannot be generated or edited. This segment’s edit is still syncing — an edit made in a translated view is being written into the working text; generation on that segment waits until it lands (normally well under two minutes). This segment’s video is still generating — a clip for it is already in progress; a second one would be a second charge. Some segments in this episode are still rendering — regenerating the storyboard would orphan clips in flight; wait for them to land. This episode is still being prepared — long scripts get their episode outlines completed before a storyboard can be written; this one is being finished now. Task states in general: What Each Task Status Means.

Storyboard: minutes; watch the episode card. Sync: under two minutes; the status line above the segment clears itself. Video: the tier’s usual time; the card shows the estimate. Rendering before regenerate: until the last in-flight clip lands. Prepared: usually about a minute; the storyboard button waits and then continues on its own. None of these needs a refresh, though a refresh never hurts.
A storyboard, parse or AI Create job can be stopped: refunded if it had not been sent to the model yet, charged otherwise. A clip that is generating cannot be stopped; let it finish, then regenerate if you must. Stop a Generation.
When you read a storyboard in a language other than the project’s working text and edit it, the edit has to be carried into the working text before a clip can use it, or the clip would be generated from the old text. The wait guarantees that what you see is what gets shot. The languages on this site.
Scripts above a length are read in two passes: first the cast and scenes, then the episodes as outlines. The first three episodes are completed in the background; any other episode is completed when you press Generate storyboard on it (the next one comes along), and the message is that gap. Long Scripts Are Read in Two Passes.

No. Refusals never charge.
Refresh; if it persists, the write-back failed and the segment shows a status line with a retry.
Text edits are allowed; a new generation waits for the running one.
The new storyboard replaces the segments; clips landing afterwards would have nowhere to go.
No. Outline completion is part of the parse you already paid.
The refusal protects you from paying twice for the same thing.
