Every generation goes to a model provider. Providers have capacity limits, and at busy hours a request can be turned away with a “busy” or “rate limited” answer before any work is done. Before marking the task failed, the site kept trying. Work on a text tier or a Qwen image tier that was refused as rate-limited is resubmitted with growing pauses for up to about a quarter of an hour; then, for every kind of task, the site tries once more on a second account for the same tier when one exists, otherwise on the same account after a short pause. Most busy moments clear in that time and you never see the message. When you do see it, the provider was busy for a while; try again a few minutes later. Queued is your own account’s line: you started more tasks than your plan runs at once, and the rest wait with their credits held and start by themselves. Two or three busy failures in a row within a few minutes means the provider is congested. Options: generate other segments meanwhile, come back later, or switch that segment to MiniMax H3, which runs on separate capacity; switching to another tier usually does not help otherwise. Sheets and storyboards rarely hit this; when they do, the same rule applies.
