If another account for the same model is available, the retry goes there immediately. If not, the site waits 15 seconds and resubmits on the same account. For video, the retry only happens within the first 30 minutes of a task; later than that, the task is left to complete or fail on its own.
Nothing extra. A task is charged once, on delivery, whichever attempt delivered it. If both attempts fail because the service was busy, the credits come back to your balance; for a few other kinds of failure they are held until support checks the task.
Wait. The retry is automatic, and nothing you do in the meantime moves it forward. If a tier is failing with busy repeatedly at a busy hour, generate on another tier for a while, or come back in a few minutes.
